The United Nations is calling on countries to impose a moratorium on the use of artificial intelligence technology that violates human rights.
The UN human rights chief said the use of this type of technology poses a serious risk to human rights, including facial scanning systems in public spaces.
The UN raises concerns about the use of technology through which efforts are made to learn the emotional and mental state of people by analyzing their facial expressions or body movements.
United Nations High Commissioner for Refugees Michelle Bachelet said countries should ban the use of artificial intelligence that is not in line with international human rights law.
The UN calls for a ban on government systems of “social evaluation” through which people are judged on the basis of their behavior and the categorization of people into groups based on ethnicity or gender.
Artificial intelligence can be used as a useful tool, but it can also result in negative, perhaps even catastrophic, effects if used in areas that violate and affect human rights, Bachelet said in a statement.
The United Nations through a report has said that countries and businesses are rushing to use artificial intelligence without taking safeguards which prevent discrimination and other harm.
The report does not call for a complete ban on facial recognition technology, but said governments should stop scanning people’s features in real time until it is confirmed that the tools used for this are adequate and do not violate human rights.
No country is mentioned in the report, but the international community has long criticized China for using the technology, particularly in the Xinjiang region, where Uighur Muslim minorities live.
The administration of US President Joe Biden has expressed concern about the use of this technology.
“It’s scary if you think about how artificial intelligence can be used in a discriminatory way,” US Commerce Secretary Gina Raimondo told an online conference in June.
“We must make sure we do not allow such a thing,” she said.
